OVERVIEW
Hills View and Hills Grove sit at the top of Dubai Hills Estate. Together they hold fewer than sixty homes in a community of thousands, on the largest plots in the masterplan, along the golf course frontage.
They are routinely described as one mansion bracket. They are not. The two districts were conceived differently, attract different buyers, and trade on different logic, and reading them as a single market is the most common analytical error made at this level of the estate.

THE TWO DISTRICTS
Hills View comprises the fairway-frontage homes, positioned along the golf course.
Hills Grove, known as the Street of Dreams, sits on the largest plots in the entire estate and is the most exclusive address in the masterplan. Plot sizes across both run from approximately 22,900 to 40,000 sq ft.
The practical distinction is that Hills View is defined by its relationship to the golf course, while Hills Grove is defined by land.
A buyer choosing between them is choosing between frontage and acreage, and those two things do not price identically. Fairway frontage carries a view premium and a position that cannot be reproduced.
The largest Grove plots carry acreage and privacy that the View plots do not match. Neither is simply the more expensive version of the other.

HOW THESE HOMES WERE SOLD
This is the part that causes the most confusion in the market, so it is worth stating precisely.
Emaar did not sell plots here and it did not sell finished houses. It designed a catalogue of thirteen villa configurations across six architectural languages — Contemporary, Modern, Classic, Mediterranean and Contemporary Arabesque — and built the structures to those designs.
Buyers selected a type and a style. The homes were then handed over shell and core: structure, envelope, roof, glazing and services routed, with interiors left empty.
Every interior in these districts was therefore commissioned by its first owner. A house here is a standard Emaar exterior wrapped around a completely bespoke interior, and the gap between two houses of the same type can run into tens of millions of dirhams depending on what was spent inside.
For a resale buyer this has a specific consequence. The exterior tells you the type, and therefore the built area.
The interior tells you nothing until you see it. Two homes of the same type on adjacent plots are the same house on paper and entirely different assets in practice. Pricing has to be built from the individual fit-out, not from a per-foot average across the district.

THE VILLA TYPES
The full Emaar catalogue for these districts runs to thirteen configurations. The table below is drawn from the developer type book.
It covers both Hills View and Hills Grove; the developer material does not split the catalogue by district, so a specific plot should be matched to its type against the title documents rather than assumed from the table alone.

Every type is arranged over three levels. The lower level holds garaging for four to six cars alongside service and leisure space. The entry level holds the reception rooms and their relationship to the pool and gardens. The upper level holds the bedroom accommodation.
Types 1 through 4 sit on rectilinear plots. Types 5 and 6 are drawn on wedge-shaped plots, reflecting positions on the curved streets and cul-de-sac heads where the largest land parcels in the estate are located.

WHAT SCARCITY MEANS HERE
Several configurations were built in single figures, and some in ones and twos.
That is not marketing language, it is the build count from the developer type book. A buyer looking for a particular type and style may be waiting years for one to come to market, and when one does, there is effectively no comparable transaction to price it against.
This cuts both ways and should be understood before committing. Scarcity supports pricing on the way in and constrains liquidity on the way out. The buyer pool at this level is small and international, and a sale can take a long time.
Anyone treating these homes as a liquid position is mispricing the risk. The same rarity that justifies the price is the reason the exit is slow.
PLOT AREA AND BUILT AREA
Listings in these districts routinely quote a single area figure without specifying whether it refers to the plot or the built-up area, and the two differ by many thousands of square feet.
A price per square foot calculated against a plot figure and one calculated against built area are not comparable numbers, and at these values the difference is large enough to change the entire read on whether a house is expensive or cheap.
Confirm both figures against the title deed and the affection plan before assessing any price per foot. Where a stated area does not correspond to one of the published villa types, treat it as a plot figure until documented otherwise.

STATUS AND HANDOVER
Structures were handed over by Emaar shell and core. Completion is reported around 2019, though this should be confirmed against DLD project records rather than taken from portal listings.
Because interiors were commissioned individually after handover, the date a house actually became habitable varies from owner to owner and may fall several years after the developer handover.
When assessing a specific property, confirm the completion certificate and the timing of the individual fit-out against DLD records rather than relying on a single community-level date.

RESALE GUIDANCE
Three checks matter more here than anywhere else in the community.
First, establish the type and confirm the built area against the title documents, then separate that entirely from the interior. The fit-out is where the money sits and where two identical-on-paper houses diverge.
Second, confirm whether the quoted area is plot or built-up before any per-foot comparison is made.
Third, price the exit honestly. Liquidity at this level is thin, and a realistic holding period should be built into any investment case rather than assumed away.

LOCATION
Both districts sit on the golf course side of Dubai Hills Estate, with the clubhouse and the 18-hole championship course immediately adjacent. Dubai Hills Mall, the community schools and the medical facilities are within the estate.
Al Khail Road places Downtown Dubai and DIFC within roughly twenty minutes, subject to traffic, with Dubai Marina and Dubai International Airport both within a similar range.

SERVICE CHARGES
Villa service charges in Dubai Hills Estate run at approximately AED 3.5 per sq ft per year. On a 30,000 sq ft basis this is in the order of AED 105,000 annually.
The assessed area differs between villa districts, and the charge may be levied against plot area rather than built-up area, which materially changes the figure at this scale. Rates are approved annually through Mollak and should be confirmed against the current schedule for the specific plot before any transaction.
